it seems there is a plugin for connecting to this:

    http://www.atlassian.com/software/crowd/

but it's commercial.  It'd be much nicer to use OpenID
but this, out of all things, this seems to not be available. 
So let's for now just use manual sign-up, i guess. 
(and just send me a ping when you signed up in private mail).
