This is interesting, this PyCogent seems to be able to do many things that I
didn't know how to do with python before.
I wonder if the project is still active and under development.

If you want to propose changes to the developers, you can use their
bugtracker on sourceforge:

There are two bugs from 2009 and they haven't been answered yet, which
usually is not a good sign to indicate the activity of an open source
project.
I suggest you to contact the developers and ask them directly.
