I like TRANSFAC (
http://www.biobase-international.com/pages/index.php?id=transfac ).
Although it may not be suitable for your review since it is a
commercial product and requires a subscription (unless you know that
your primary audience has a subscription).  The TRANSFAC database is
more extensive than JASPAR and the results have links to relevant
publications.  The web interface isn't quite as squeeky clean as
ClusterBuster but it is still fairly intuitive.  It allows one to
perform a number of different types of searches.  My favorite is: you
give it the name of a gene and it tells you what transcription factors
are known to bind within a certain distance of that gene.
