[TIP] TOX test failures

As per the discussion about command parsing, I've put together a patch
against tox's tip (as of a short time ago, anyway).

The problem is, even from a bare clone I get a series of test suite
failures, so I'm not sure I've left everything in good shape.

Attached is the test output from an unmodified clone of the tox
repository; perhaps someone can help me get this to work?
