[socal-piggies] Additional impetus for pwc

One thing to note about the current rev of PWC is that it is using urllib,
which leaves something to be desired in the way of tinkering.  I have some
notes from my branch that I added to the wiki, about replacing the usage of
urllib with pycurl to make it easier to get all of the nitty gritty request
path details.  Just visit the wiki[1] and scroll down to "Using Py-cURL for
URL fetching".
