The file setup.cfg can be used by setuptools to, among other things,
greatly facilitate building release packages of Python software. However,
setup.cfg presently distributed with Pygr is but a stub - it contains
incorrect and/or out-of-date information, provides instructions only for
building RPM packages and doesn't even build these right any more. The
upcoming release of pygr-0.8 provides with a great opportunity to address
this.

Alternatively, should we for some reason be unable to perform the above in
time for 0.8, setup.cfg in its present form should be excluded from
release packages.
