[bip] Community site update

Update: I just got an e-mail back from Travis from Enthought. As it 
turns out the person who will be setting up the bio.scipy.org virtual 
host has been out of the office and will be back on Monday, so 
bio.scipy.org will likely be ready for use some time next week.
