* win32 compat: init inst_lib from hardware_cpu for proper structure sizes.
- introduces a thing horrendously named "cInstSuperlib" to contain a
  complete library of available insstructions corresponding to a given
  hardware class.  cInstLib now indexes into the arrays provided by
  cInstSuperlib.  The change is, I hope, transparent to the rest of the
  software.
- I would like to change the name of cInstLib to cInstSet, and
  cInstSuperlib to cInstLib.
