[twill] spurious messages when running twill on windows

Hello Folks,

when I'm running twill on windows *every* request generates the
following warning:

">& was unexpected at this time."

this happens even when requesting just a basic url (that should not
have ampersands in it). Everything seems to work fine otherwise and
the same script runs with no such warning on linux.

Any tips on what this is?
