tox just uses pip, for this to work there needs to be a way to get pip to do it, AFAICT the protobuf PyPI package is just broken in this regard.<br><br>IMHO the PyPI package shouldn't contain non-Python things (that probably means "be the python/ directory"). This appears to be the way that debuntu does it to make protobuf installable.<br>
