[TIP] release announcement: tox 2.8.2

The tox team is proud to announce the 2.8.2 release!

tox aims to automate and standardize testing in Python. It is part of a
larger vision of easing the packaging, testing and release process of
Python software.

This is a very targeted bug fix release to stop reporting environment
variables and their contents when deps installation failed.  This could be
a security risk when running on CI or uploading test results to devpi.

We want to thank everyone who contributed to this release in whatever form.
