[TIP] tox-2.3.1: fix cross-section substitution for setenv

And i'd like to thank particularly the Tryton foundation which sponsored
some work towards the tox-2.3 release. As many know, there is an
ongoing debate on how to fund feature and maintenance work on long-going
open source projects. And i appreciate that Cédric Krier went ahead
and organized some funds to help. FYI there have also been other companies
who co-sponsored work on tox, pytest and devpi but they choose to
remain somewhat anonymous so far.
