[TIP] Tox' recreation behaviour for dependency updates

It would be amazing if tox could automate that by telling pip to build
wheels into ~/.cache/tox/wheels, and then telling pip to look up wheels
from that location.

Or maybe it would be even better if pip itself could to that
transparently, like it currently caches built sdists.
