[TIP] ANN: nose 0.11.2 released

Finally!

Thanks to all who contributed and those who spurred me to just finish
the dang release already. Major new stuff:

- Changed plugin loading so that external plugins loaded via extension
points can override builtin plugins with the same name.

- Updated multiprocess plugin and nose's packaging to allow
multiprocess plugin to work on Windows (#265).

Plus many bugfixes! Available in the usual places, pypi and
