[TIP] Test discovery for unittest

Hello all,

I've backported the test discovery for unittest from Python 2.7 as a 
separate module to run on Python 2.4+.

It has a homepage of sorts and a release of sorts:

http://pypi.python.org/pypi/discover

I haven't ported the tests yet, so treat this as a pre-release. :-)
