[socal-piggies] Project collaboration proposal

Django seems to be the default choice when it comes to Python websites these
days. It's pretty easy to setup and use. It's a good choice in my opinion,
but I'd be okay if everyone else wants to use something else.

Unfortunately, I'm not very good with names. I personally like pyshoot and
pwc.
