[socal-piggies] Wiki editing enabled only for registered users

I had to enable the MoinMoin ACL mechanism due to spam. People who want
to edit/add pages on the wiki need to register. The recommended format
for user name is FirstnameLastname.

For people new to the group, the wiki is at
<http://www.socal-piggies.org/socalpiggies/>
