[pony-build] More _run_command stuff

What up people, its grey and bleak down here today so figured i would mess
around with some pb stuff.......

So I did some searching and found a post online showing how to do a kill
process on windows, my other additions would of only worked on unix as far
as i know. Pushed to subprocess, take a look.

I need to figure out how to test this now.....Is there a way to fake a sub
process to execute for a given time? or do we have to just find something
that will take awhile to execute and test that way, or do we just set the
timeout real low for the test?
