Hmm, I think the answer is that it should happen by default; in fact,
you've articulated the logic for having a separate central repository,
a cached local version, and a clean build version that's checked out
for each build.  If it's not happening, then it's something we need to
fix in HgCheckout, I think.  I will take a more detailed look tomorrow,
when I get to (hooray!) focus on pony-build for a bit.
