[bip] ANNOUNCE PyCogent 1.3.1

hi,

We've just released PyCogent 1.3.1 (see http://pycogent.sourceforge.net/) 
. This release contains bug fixes, many new features, major  
improvements in the documentation and an easier installation process  
for grabbing it and dependencies.

Some highlighted new features are:
- extensive documentation on writing app controllers
- new classes of substitution models
- Querying capabilities for Ensembl.org
