[Avida-SVN] New Pre-Commit Checks

Hello Avida Developers,

As a heads up, I have just implemented a pre-commit check for the  
repository that will reject commits that do not have a commit  
message.   Please remember to describe the contents of your commit so  
that we can refer back to the log as needed.
