Local sex implemented!

When BIRTH_METHOD is one of the local ones (0-3), organisms will recombine 
only with the organisms in the 9 cell neighborhood. 

For now, they recombine with  a random waiting organism from the 
neighborhood. 

Note: Currently choice of the organisms to recombine with does not 
take into account possible barriers in the population (e.g. created by 
grid structure events) . Will implemented soon.
