Log Message:
Implemented new instruction "donate" which allows organims to give out
merit to others.  Two genesis settings are also implemented:
  MERIT_GIVEN_FRAC determines how much merit is given with each "donate"
  MERIT_GIVEN_MULT determines by how much that merit is increased (to
   make altruistic behaviors non-zero sum.)
