Added a new event, set_reaction_value, which as arguments takes reaction 
name the (double) value that  reaction should be set.

Also, fixed/modified the little script in source/utils/task_events which 
generates the changing environments. The old one is still there, under 
task_event_gen.old.cc (generates an event list to  set the abundace of 
tasks to 0 or 1). The new task_event_gen.cc generates events that set the 
value ("bonus") for reactions to 1 or -1.
