Log Message:
Setup framework for tasks to be able to look at the input and output
buffers of neighboring organisms.  This can easily be extended for the
task library to request any other information it needs as well.

Tasks each have information requirements associated with them which
are checked by the organism, allowing only the important information
to be sent through.
