Log Message:
Modified test_cpu.cc to improve the default inputs in the test CPUs so they
are more similar to those in the environment, and ideally give more acurate
answers.

Setup the default instruction set to be hooked in with a proper instruction
library so that they can be used outside of a population (i.e. in analyze
mode.)

I also went through hardware_util.cc to chance instances of lib to inst_set
as appropriate.  Automated changes didn't quite catch everything.
