Setup redundancy to work in the instruction library.  Thus, an instruction
listed with a zero next to it will now be in the set, but will have a zero
redundancy so it will never be mutated to (this allows injected organisms to
have instructions that are unavailable to evolved organisms).  The maximum
redundancy currently allowed is 256, but at some point I'll remove any limit.

Also, I reduced the number of comments avida makes while loading an
environment file.
