Log Message:
The INSTRUCTION_COSTS and INSTRUCTION_COUNT settings in the defs.hh file
can now be activated again.  Additionally, I've added nine new copy commands
called h-copy2 through h-copy10 that are identical to the original h-copy,
but with lower mutation rates proportional to the associated number.  That
is, h-copy3 has 1/3 the mutation rate of h-copy.
