Added some code that enables us to load in a population dump + history
file and restart an Avida run from those. The event to call is called
'load_dump_file'. The code is not yet fully complete, but most of the
functionality is there.

Charles: Could you please review my changes in the functions
cGenebank::AddGenotype(), cPopulation::InjectGenome()? I had to change
these in order to get this going. Also, it would be helpful if you
could look over cPopulation::LoadDumpFile(), to see if I did something
stupid.
