Fixed a bug in the tArray constructor (when initializing from another tArray,
size wasn't always set properly).

Also added in a toggle MUTATION_RATE_SOURCE into genesis.  A 0 indicates that
mutation rates should be set by the environmental location an organism is
placed into.  A 1 means that the rate should be inhereted from the parent
(but new organisms still get their rates from the environment)
