Log Message:
Created a utility that will load in an environment and create a random
set of events to turn on and off tasks in that environment.  You pass it
in the environment filename, the number of tasks you want active at once,
start & stop updates, and the frequence (in updates) of the changes.

The program will output the events that turn on and off the associated
tasks.  At the moment, this will only work for limited environment types
(such as the one included in the directory), but ideally it will be
expanded in the future.  Talk to me if you want more information on how
to use this.
