Added a new type of mutation rate, per-site, on divide (DIV_MUT_PROB),    
which is 0 by default.

Also, added a new group of commands you can add to the instruction set,
of the form h-divide*.

h-divide and h-divide1 exhibit mutation rate of DIV_MUT_PROB, while e.g.
h-divide10 exhibits a mutation rate of DIV_MUT_PROB/10 (per site, on
divide).
