* Added --opt-debug option to configure that will turn on both optimization
  and debug flags.  This is useful for diagnosing bugs that only occur when
  the code is optimized.

* Included many asserts in phenotype.hh, genome_util.cc, cpu_memory.cc and
  hardware_cpu.cc to help with debugging.

* Created a "dump_memory" event to print out the current state of the
  memory in each virtual CPU in the population.

* Fixed a bug where a phenotypes' "Parent True" state was being checked
  before it actually ever got properly set.
