force qmake to generate app makefiles `*.qmakefile' and lib makefiles
`*.qlibmakefile' using -t app and -t lib options.

this fixes failure to build viewer using qt-3.0.1.  it's a workaround
fixing new quirky qmake default behavior -- it was trying to generate
subdirectory-descending makefiles.
