Log Message:
Removed tools directory files debug.{hh,cc} and assert.{hh,cc}, shifting
all debug over to the built-in <assert.h> library.  I also removed
ipc.{hh,cc} while I was at it.  I thought I removed this a while ago since
its not being used anywhere, but I see its still there.
