Fixed the default input values in the test CPU to be more inline with the
random inputs generated by the population.  In the full population the
first 8 bits are all fixed, meaning that the order from min to max input is
also fixed.  The test CPU used to not share this same order.

Also, the task "OR" was not being detected properly.  This is fixed.
