Log Message:
* Added in a cBirthChamber object (birth_chamber.{hh,cc}) that all organisms
  must go through when they are being born.  This will be a useful first step
  in implementing recombination, and a universal place for all genome-based
  hardware to be mutated and tested.

* Made the cCodeLabel object more universal so that you can setup the number
  of possible nops, and control how the complement templates are found (via
  rotatation or complement pairs)

* Rebuilt the probablistic time slicer to work better and be a lot more
  sensible.
