With the variance added into the AGE_LIMIT for organisms, the limit for an
individual would sometimes go negative, which we were using to indicate that
there was no limit.  I have now set the minimum limit to be 1 instruction
executed.  Ideally, I'll change this to zero soon, but I want to make sure
that that won't cause any problems.
